What is the measure of religious commitment that should be present in the girl one intends to marry, and what is the preferred criterion when choosing between a female student of knowledge who assists in the pursuit of knowledge, and a woman who is religiously committed, loves good and people, and loves the husband's parents?

The measure of "deen" (religious commitment) intended in the Prophet's ﷺ وصية (admonition) refers to acts of obedience, righteous deeds, and abstinence from forbidden things.

It is desirable for a woman to be: 1. Young, to fulfill the purposes of marriage. 2. Loving and fertile, which for a virgin can be known through her relatives. 3. Of sound intellect and good character. 4. An adult, and not nursing a child that is not his, unless there is a benefit in it. 5. Beautiful, as the intention is chastity. 6. Of light dowry. 7. There is no doubt or dispute regarding her lawfulness for him.

If these qualities conflict, religious commitment is absolutely prioritized, then intellect and good character, then fertility, then noble lineage, then virginity, then beauty, then whatever serves a clearer benefit.
