Lying is permissible to achieve a permissible objective that cannot be obtained otherwise. Lying becomes obligatory if the objective is obligatory, such as protecting a Muslim from an oppressor. It is preferable to use tawriyah (ambiguity) if possible; otherwise, explicit lying is permissible in these cases.
