Is wiping over the leather socks better than washing the feet?

The majority of scholars hold that washing the feet is superior, whereas Imam Ahmad is of the opinion that wiping over the khuff (leather socks) is better because it is easier, a concession, and contrary to the people of innovation. Some scholars have said: Wiping and washing are equal. Sheikh al-Islam Ibn Taymiyyah and Ibn al-Qayyim chose that what is best is that which suits the condition of the foot: if one is wearing khuff, then wiping is better; and if one's feet are uncovered, then washing is better. They cite as evidence the hadith of al-Mughirah ibn Shu'bah and Safwan ibn 'Assal, may Allah be pleased with them both.
