It is not permissible to spend expiation (kaffarah) on building or expanding a mosque. Whoever expends it in that way will not have fulfilled their obligation, because the Lawgiver has specified the recipients of expiation to be only the poor (masakin), to the exclusion of other charitable causes. If there are no eligible recipients for expiation in the country, there is no impediment to transferring it to a country where there are those who are deserving. It is permissible to delegate charitable organizations and bodies for this purpose, provided they are informed that it is expiation.
