If you are certain that wind has exited and this occurs repeatedly, such that you do not find time for purification, then your ruling is that of one afflicted with chronic discharge (sahib al-salas): you perform ablution after the time for prayer begins and then pray. If you find sufficient time for purification, you must pray within that time. If your ablution is invalidated during Tarawih prayer or the Friday sermon, then renew it.
