However, if pardoning leads to corruption, such as an increase in injustice, then justice is better. As for a slap or similar acts that do not remove the function of a limb, there is no qisas (retaliatory punishment) for them according to the majority of scholars, but rather ta'zir (discretionary punishment). Qisas and ta'zir are entrusted to the ruler, not to individuals. If you wish to seek retribution, then refer the matter to the judiciary.
