What is the ruling on delaying the payment of Ramadan expiation for more than ten years? And is it permissible to give the expiation to poor relatives, or to give it to one poor person multiple times?

If the expiation for a delayed Ramadan (definition) [fast] is due to intercourse, then its types include feeding sixty poor people, after being unable to emancipate a slave or fast for two months. If it is due to delaying the making up of Ramadan [fasts], then its amount is one mudd for each day, and it is not multiplied by repeated delays. It is permissible to give it to poor people from a single family, but it is not permissible to give it to those whose maintenance is obligatory upon the one performing the expiation. And one mudd is given to each poor person.
