Is it permissible for relatives of important officials to accept and own land if the state distributes land to some of its important officials and their relatives?

It is permissible for the Imam to grant lands over which he has dispositional authority (iqta'), as long as his action serves the public interest of the Muslims. It is lawful for the one to whom the land is granted to accept and own it, as the Messenger of Allah, peace and blessings be upon him, did with Az-Zubayr. This iqta' can only be granted by the Imam, and it pertains to what he is permitted to dispose of, such as cultivated land not owned by anyone, or what the Imams have chosen for the treasury from conquests, or what the treasury is entitled to by inheritance, or from barren land (mawat al-ard). The iqta' is granted to people of virtue, need, and for the public benefit, such as scholars and mujahideen. The iqta' may involve granting ownership of the land itself or its usufruct for a specified period.
