Is it legislated for a man to marry another woman while he is in commercial debt and is not religiously compatible with his first wife?

If you are harmed by abstaining from marriage and fear temptation for yourself, then it is obligatory to marry as a protection for yourself. However, if you do not fear harm to your religion by delaying marriage and you cannot combine it with repaying debt, and the creditor refuses to grant you a delay, then it is obligatory to repay the debt if you are able, for the Prophet, peace and blessings be upon him, said: "The delay [in payment] of a rich person is oppression."
