Is acting upon the fatwa regarding the lengthening of the garment (isbal) considered following personal whims, or is it utilizing a permissible concession for which a person is not sinful, and what are the limits of the concessions that a Muslim may act upon?

The preponderant opinion is the absolute prohibition of lowering one's garment (isbal). The opinion that permits isbal for reasons other than conceit is weak, except in cases of necessity.
