Is it permissible for a woman to be a شرعي (Sharia-ordained) marriage officiant?

If the female marriage officiant's work is limited to documenting marriage contracts that have been previously concluded, without conducting them herself, then there is no harm in that, provided she adheres to the Islamic guidelines regarding dress and speech when dealing with men.
