Is the hadith about the Prophet seeing women suspended by their hair—because they did not cover their hair from strangers—authentic?

The circulating narration attributed to Ali ibn Abi Talib (may Allah be pleased with him) regarding the Prophet (peace be upon him) seeing women being tormented during the Isra and Mi'raj is a false narration with no basis. The Permanent Committee stated that whoever fabricates it or promotes it deserves the Prophet's (peace be upon him) warning: "Whoever intentionally lies about me, let him take his seat in Hellfire." There is also a very weak hadith reported by Al-Bayhaqi in "Al-Shu'ab" which mentions the Prophet (peace be upon him) passing by men whose skins were being cut and women who adorned themselves for display and did what was unlawful for them. This hadith is very weak due to the weakness of its narrator, Sa'id ibn Sinan.
