Is the "Hajj Mabrur" the highest and best of deeds in rank?

The Messenger of Allah, peace and blessings be upon him, was asked about the best deeds, and he said: "Belief in Allah, then jihad in the way of Allah, then an accepted Hajj." Belief in Allah and His Messenger is the best of all deeds, because other deeds are dependent on it. The variation in narrations regarding the superiority of deeds is due to the different circumstances of the questioners, or to the different times. What may be best at one time may not be so at another.
