What is the ruling of Islamic law concerning a righteous man who prays and calls the Adhan at the mosque, and collects donations for its adornment, but takes from these funds with the intention of repaying them later, while calculating what he takes?

A man is not permitted to borrow from the endowments (waqf) fund for his own personal use. He must repent and return what he took to the mosque. He is not allowed to repeat such an act. The jurists have stated that the supervisor of an endowment is not permitted to take anything from the endowment's funds as a guarantee, nor is he allowed to lend the endowment's money to himself, just as lending from an endowment's fund is like lending from a minor's money. The supervisor of an endowment is not allowed to sell or lease (endowment property) to himself, his father, or his child, due to the possibility of favoritism. However, he is allowed to take a customary fair wage.
