Selling and using clothes are permissible unless they are used for impermissible purposes. If it is known that they will be used for impermissible purposes, then it is not permissible to sell them or work with them, because that constitutes cooperation in sin. However, mere doubt or possibility does not prevent trading in them, unless the seller knows that the buyer intends them for an impermissible purpose. If the seller knows this, then the sale is not permissible. The Permanent Committee has issued a fatwa permitting trade in women's adornments if it is known that they are for her husband, or if nothing is known about their purpose.
