What is the ruling on an 'Umrah that was interrupted before Sa'y and shaving due to necessity, and is there anything upon the one who performed it after committing all the prohibitions of Ihram for years?

This man has made a grave error, and he must go to Mecca to complete his 'Umrah, then shave or shorten his hair. He must immediately refrain from all prohibitions of ihram until he completes his ritual. If he is unable to complete the 'Umrah, he is considered to be in the situation of one who is muhsar (prevented from completing the pilgrimage) and must release himself by sacrificing a hady (sacrificial animal). If he cannot find one, he must fast for ten days. As for the ihram prohibitions he committed, there is no fidyah (expiatory sacrifice) for them if he was ignorant, except for those that involve destruction, such as cutting hair and nails, for which there is a fidyah. If he was aware of the rules, then for each type of those prohibitions, he owes a fidyah. The 'Umrah becomes void by having intercourse with his wife if he was aware of the ruling, and he must proceed with the invalidated 'Umrah. Once he completes it, he must go outside the haram boundaries (to al-hill), assume ihram for a second 'Umrah, then enter Mecca to perform tawaf and sa'i. He must also offer a hady for invalidating his 'Umrah by intercourse.
