Is it permissible for the police in Arab countries, in the context of riot control, to beat or kill demonstrators who are against the Zionist enemy or supportive of the Mujahideen in Palestine, given the conflict between professional duty and national or religious duty?

What is happening in Palestine is a great calamity, and it is the duty of Muslims to support their brothers by all means possible: with their lives, equipment, money, or prayers. Demonstrations are a means of supporting them and pressuring public opinion; they are the least that people can do to express their rejection of the injustice inflicted upon Muslims. Peaceful demonstrations must not be suppressed, nor should demonstrators be harmed. Killing them is among the gravest sins. The duty is to support them, not to suppress them. It is impermissible to obey anyone who orders their suppression, for there is no obedience to a creature in defiance of the Creator, and religious duty takes precedence over professional duty.
