Is it permissible to read the Quran from the Mushaf without Wudu for someone who is unable to perform it or when outside the house?

Touching the Mus'haf is prohibited for one who is not in a state of ritual purity (wudu'), according to the majority of scholars. However, if you are unable to maintain wudu' (due to a continuous discharge like سلس or استحاضة - prolonged non-menstrual bleeding), there is no harm in touching it after performing wudu' specifically for the initial reading. There is no sin in reading from the Mus'haf without wudu' if one was unaware of the prohibition, nor is there any sin in not reading at all, as reading is recommended. A Muslim can recite from memory if performing wudu' is not feasible.
