Does masturbating during the daytime in Ramadan break the fast if no ejaculation occurs?

Masturbation during the daytime in Ramadan invalidates the fast if the fasting person does so intentionally and ejaculates. In this case, he must make up for the day he broke his fast, along with repenting from this sin. However, if he masturbates but does not ejaculate, his fast is not broken thereby.
