What is the ruling on a father who is extremely stingy with his wife and children, but not with his relatives and friends, and who promises good things to his family but breaks his promises?

A father's stinginess in providing the obligatory financial support for his young or incapacitated children is a sin, based on the Prophet's (peace be upon him) saying: "It is enough sin for a person to neglect those whom he is supposed to support." Moreover, spending on children carries a greater reward. The wife's maintenance is also a religious obligation, as Allah Almighty says: "And upon the father is their provision and their clothing according to what is reasonable." It is permissible for the wife to take what suffices her and her children from her husband's money without his permission, based on the Prophet's (peace be upon him) saying to Hind: "Take what suffices you and your children in a reasonable manner." A father's stinginess does not justify neglecting to honor him or not loving him.
