What is the legal ruling regarding the payment of blood money for camels that have caused accidents, by the 'Aqilah (the tribe)?

The 'ajmā' (animal) is Jabar (meaning its actions are not held accountable). Therefore, the damage caused by an animal is not guaranteed unless it is vicious or its owner was negligent in controlling it at night, in markets, or in public gatherings. If the owner of the animal was negligent or remiss in controlling it, then he is liable for the guarantee, and the blood money (diyah) falls upon the 'aqilah (male relatives on the paternal side) of its owner.
