What is the ruling on washing the face along with wiping the head during Wudu, believing that it is part of Wudu, and is it completed over the hair?

We understand that you used to wash your hands before your face, which disrupts the order of ablution (wudu'). Scholars (fuqaha') have differed regarding the ruling on this order: the Shafi'is and Hanbalis hold that it is obligatory, while the Hanafis and Malikis consider it a Sunnah (recommended). Ibn Qudamah said: "If he washed his face, then wiped his head, then washed his hands and feet, he must re-wipe his head and re-wash his feet." Al-Sarakhsi said: "If he began his ablution by washing his forearms before his face... it is sufficient according to us." Al-Kharashi said: "Among the Sunan is observing the order of the obligatory acts of ablution." One should be keen to observe the order, but you are not required to repeat past prayers due to ignorance, taking into consideration the opinion of those who do not deem it obligatory.
