Is it permissible to give zakat to a girl who is engaged in haram and prostitution to earn a livelihood for herself and her family, by opening a business for her and giving her ownership of the shop, so that she can earn lawful money for them and abandon the haram?

One must immediately repent from fornication and sever ties with that girl, for fornication is a major sin. It is permissible to give zakat to a fornicating girl if she is poor and cannot find sufficient sustenance, and is not provided for by her father, so that she might abstain from fornication. Scholars have agreed on the permissibility of giving zakat to a poor fornicating woman.
