As for the meaning of the Hadith, assuming its authenticity, it guides the Muslim not to withhold surplus water from those who need it. For example, if one has a well that suffices him and others, or salt if it is in an unowned mine.
As for the phrase, "So he entered between him and his shirt, and began to kiss and embrace," it has not been narrated in any of the Hadith's transmissions. Despite the Hadith's weakness, this might be imagined as an act of love from the Companion to touch the Prophet's skin, peace and blessings be upon him, if the shirt was loose enough to allow another person to enter.
