What is the ruling of Islamic law regarding the work of a medical insurance supervisor who requests medical services in excess of the patient's needs, with the supervisor's knowledge but without the patient's knowledge, in order to increase the doctor's income?

This act, which combines deceit, falsehood, and the unlawful consumption of wealth, is forbidden for the doctor and anyone who cooperates with him, because Allah Almighty says: "O you who have believed, do not consume one another's wealth unjustly but only [in lawful] trade by mutual consent," and the Prophet, peace and blessings be upon him, said: "Whoever cheats us is not of us."
