What is the ruling on money earned by a doctor who doubles the cost of examination and prescribes all types of tests for a patient simply upon knowing that the patient has an insurance card, given that medical insurance is mandatory in the UAE?

It is not permissible for a doctor to prescribe medications or order tests for patients that they do not need, in order to generate financial profit for the hospital or to receive a commission. This is prohibited deception, and the money obtained from it is illicit, whether paid by the patient or an insurance company. This indicates weakness in faith and preference for worldly gains. Allah Almighty says: (O you who have believed, do not betray Allah and the Messenger or betray your trusts while you know [the consequence]) [Al-Anfal/27], and He says: (O you who have believed, do not consume one another's wealth unjustly) [An-Nisa/29]. The Prophet, peace and blessings be upon him, said: "Whoever cheats is not of me." The patient must advise the doctor if he knows that unnecessary tests are being requested.
