Is the Prophetic command to remove harm from a fallen morsel and eat it, rather than leaving it for Satan, for obligation or recommendation, and have any of the people of knowledge considered it obligatory?

If a morsel of one of you falls, he should remove any dirt from it and eat it, and not leave it for Satan. We are commanded to clear the plate. This is if it does not fall on an impure spot. If it falls on an impure spot, it becomes impure, and it must be washed if possible. If that is not possible, it should be given to an animal to eat, and not left for Satan. Some scholars have gone to the extent of saying it is obligatory to eat the fallen morsel.
