Whoever passes by the miqat intending Hajj or Umrah must enter into ihram from it. If one passes the miqat without ihram, the Umrah is valid, but he must offer a sacrifice (a sheep) in Mecca and distribute it among its poor. This is because entering into ihram from the miqat is an obligation (wajib) and not a pillar (rukn), and its omission is compensated for by a blood sacrifice.
