There is no obligation to condemn a past evil, because it does not fall under the purview of "seeing an evil" that can be changed by hand. However, a believer must detest it and not be pleased with it. It is recommended to seek forgiveness for sinful Muslims, as Islamic law has commanded us to seek forgiveness for all believers.
