What is meant by "upholding leadership with justice" and "adhering to the community," which are mentioned in Fatwa no. 34585?

The meaning of "exercising authority with justice" is for the ruler to be just, governing with truth, far removed from caprice, as Allah Almighty said: "Indeed, Allah commands you to render trusts to whom they are due and when you judge between people to judge with justice" [An-Nisa:58].

As for "following the Jama'ah" (the community), it means adhering to what the people of truth are upon, for the Jama'ah is that which accords with truth and obedience to Allah, even if you are alone and most people oppose you, as was narrated from Ibn Mas'ud: "The Jama'ah is what accords with the truth, even if you are alone."
