According to the majority of jurists, what is considered for the nisab (minimum taxable amount) of gold is the weight, not the value. Thus, zakat is not obligatory on it unless one possesses 20 mithqals (85 grams). Whoever possesses less than that owes no zakat, even if the value of the gold equals the nisab of silver. The proof for this is: "There is no sadaqa (zakat) on less than twenty mithqals of gold." This differs from paper currency, for which most contemporary scholars are of the view that its nisab is determined by silver because it is more beneficial for the poor. Therefore, zakat is not obligatory on this gold as long as it has not reached its prescribed nisab, and its reaching the nisab of silver is not taken into consideration.
