Is zakat obligatory on gold that is not prepared for trade and does not reach the minimum threshold (nisab)?

Zakat is obligatory on trade goods. If a person possesses gold or silver that does not reach the zakat threshold (nisab), and also possesses trade goods, the gold or silver is combined with the value of the trade goods. If their combined value reaches the nisab, then zakat becomes obligatory on both.
