Is a Muslim residing in a non-Muslim country obligated to abide by their laws, such as those pertaining to driving and the specified age for it, or is that forbidden or reprehensible?

The laws enacted by infidel countries are of three types: First, those that contradict what Allah has legislated. It is not permissible to act upon them or endorse them. Second, those that conform to what is stated in the Shari'ah. These should be acted upon in obedience to Allah and His Messenger. Third, laws that are not explicitly mentioned in the Shari'ah but contain a benefit for the servants. These must be adhered to, in accordance with the Almighty's saying: (O you who have believed, fulfill [all] contracts) and the Prophet's (peace be upon him) saying: (Muslims are bound by their conditions, except for a condition that forbids what is lawful or permits what is unlawful).
