It is not permissible for a person to perform Hajj on behalf of more than one individual, because Hajj is an individual act of worship that requires a separate intention for each person, and partnership in it is not valid. The proof for this is that the Prophet, peace and blessings be be upon him, commanded a man who wanted to perform Hajj on behalf of "Shubrumah" to first perform Hajj for himself and then for Shubrumah.
As for someone who bears the expenses of Hajj for others or acts as a guide, there is no objection to him performing Hajj on behalf of others for a fee, unless the donor stipulates that Hajj should not be performed on behalf of others for a fee, or if that would compromise his guiding mission. The obligation of Hajj is lifted from a person if another person performs Hajj on their behalf due to their inability, such as old age or an illness from which recovery is not expected, provided that the proxy performs Hajj in accordance with Islamic law.
