How can one differentiate between eyebrow hair that must not be touched, and hair belonging to the forehead or excess hair, especially given the change in hair's nature after its removal?

It is permissible to remove hair from the eyebrows if it is excessively long to the point of disfigurement. As for the hair on the brow bone, it is considered part of the eyebrows. Hair outside of the brow bone is considered facial hair, and its removal is permissible. All hair other than the eyebrows themselves is permissible to remove due to the absence of any evidence prohibiting it. However, regarding the eyebrows themselves, it is not permissible to remove any of their hair unless it clearly deviates from moderation.
