What is the meaning of "ma'ilat mumilat" (inclining and causing to incline) in the noble Prophetic Hadith?

The noble Hadith (Two types of the people of Hell I have not seen: men with whips like the tails of cattle, with which they strike the people, and women who are clothed yet naked, inclining [to evil] and inviting [others to it], their heads like theps of tilted camels. They will not enter Paradise nor smell its fragrance) warns against two types:

First: Men who strike people unjustly.

Second: Women who are "clothed yet naked" (clothed in God's blessings but naked of gratitude, or they wear what does not cover, like transparent or short clothing), and "inclining" away from chastity and uprightness, and "inviting" others to corruption, and "their heads like the humps of tilted camels" by adorning them excessively.

Their not entering Paradise and not smelling its fragrance is a severe warning, but it does not mean their disbelief or eternal damnation in Hell if they die as Muslims. Rather, their matter is up to God's will. Those among them who enter Hell will not remain there eternally like disbelievers; instead, they will be brought out by the intercession of intercessors or by God's mercy.
