What is the interpretation of the Hadith: "Two types of the people of Hell I have not seen yet..." mentioned in question number 10221?

The Hadith mentions two types of people whom the Prophet, peace and blessings be upon him, did not see, and whose appearance is considered among the minor signs of the Hour, and their destiny is Hellfire due to their disobedience:

1. Men with whips: These are all those who unjustly strike people, whether they are oppressive police officers or others, whether by state order or otherwise. They are "helpers of oppressors" or "oppressive rulers."

2. Women who are dressed yet naked, inclining [to evil] and inclining [others to it], their heads like the humps of swaying camels: Dressed yet naked: This means either she reveals parts of her body to display her beauty, or she wears thin clothes that reveal what is beneath them, or she wears short or tight clothes that show her charms. Inclining [to evil] and inclining [others to it]: This means either they deviate from obedience to Allah, or they teach others to be like them, or they walk with an arrogant gait, or they incline towards men and make men incline towards them by displaying their adornments. Their heads like the humps of swaying camels: They make their heads appear large with headscarves, turbans, and the like, until they resemble the humps of the Bactrian camels, or they gaze at men and do not lower their gaze from them.

This Hadith is a warning against oppressing people, against immodest display (tabarruj), and against women revealing their charms. It is also one of the miracles of prophethood because these two types of people have appeared and become manifest in later times.
