Is a husband's phone-call revision of his former wife after their divorce of two years, to which she agreed to return and traveled to her country, considered a valid marriage, making her his wife again?

A man is not permitted to take back his divorced wife after her waiting period (iddah) has ended, except with a new contract and a new dower (mahr). This is unless she was divorced three times, in which case she is not lawful for him until she marries another husband, he has intercourse with her, then he divorces her, and her waiting period ends.
The waiting period is three menstrual cycles for a woman who menstruates, or delivery of the baby for a pregnant woman, or three months for a woman who does not menstruate.
