Is it permissible to recite aloud during the night vigil prayer (Qiyam al-Layl) if it is prayed during the day before Dhuhr, or during the Dawn prayer (Salat al-Fajr) if it is prayed during the day?

If you make up the Fajr prayer or the night vigil (Qiyam al-Layl) during the day, it is permissible for you to recite aloud according to the opinion of some scholars, and this is the view preferred by Sheikh Ibn Uthaymeen. However, some other scholars hold that it is prescribed to recite silently in this case. The issue is a matter of scholarly disagreement, and there is latitude in it.
