Lying is forbidden and is only permitted out of necessity or an urgent need. If the questioner will suffer severe harm upon returning to his country, and he cannot avert this harm except by remaining and studying in the Western country through political asylum, then he may use allusions and circumlocution to obtain it without outright lying. This can be done by intending, with "torture and persecution," the bad conditions, injustice, and favoritism he will encounter.
