The Lawgiver has granted rights to each spouse, and obligated the wife to be a good companion to her husband and to obey him. Part of being a good companion is for her modesty towards him to endure, for her to obey him, to adorn herself for him, and to perfume herself, and to abstain from adornment in his absence.
The action of this woman is ugly, but immediate divorce is not recommended. Rather, one can be patient and postpone consummation while continuously advising her and reminding her of Allah and the husband's rights. If she changes, the marriage will be complete. Otherwise, it is commendable to separate from a woman of bad character. Divorcing her is permissible when there is a need due to her bad character and ill-treatment, and it is commendable when she neglects the rights of Allah.
It should be noted that if a woman is forced into marriage, she has the choice, because the preponderant opinion is that it is not permissible to compel an adult, sane woman into marriage. This is supported by what Ibn Majah narrated from a young woman who came to the Prophet, peace and blessings be upon him, and said: "My father married me to his nephew to raise his status." He (the Prophet) gave her the choice, and she said: "I approve what my father did, but I wanted to let women know that fathers have no say in the matter."
