What is the ruling on one who intentionally goes to certain mosques to combine prayers due to rain, or leaves the workplace prayer area to combine prayers in the mosque? And is the concession of combining prayers established for him, or is he considered one who seeks out concessions?

A concession (rukhṣah) is divided into two types: The first is the stable concession, known explicitly from the Sharia, such as eating from a dead animal out of necessity, and shortening prayers while traveling. Performing this type of concession is more preponderant and better. The second type is concessions based on interpretations and differences among schools of thought, and it is unlawful to pursue these.

Combining prayers during rain is a legal concession of the first type, and pursuing it is not blameworthy. This is because the blameworthy pursuit of concessions involves taking the easier option without evidence and following one's whims, which leads to the dissolution of religion.

The Permanent Committee clarified that taking the legal concession legislated by Allah and His Messenger is better. However, taking the easier of the fatwas merely out of whim is impermissible. What is obligatory is to follow the correct evidence and consult trustworthy scholars.
