Is retrieving a message from a computer and presenting it to the manager for signature, which pertains to an interest-based loan for an employee from an interest-based bank, considered writing usury? And does the doer of that fall under the sin mentioned in the noble Hadith: "Allah has cursed the one who consumes usury, the one who gives it, the one who writes it, and its two witnesses"?

Usury is forbidden. Drawing up its letters and presenting them to the manager for signature without writing them oneself does not constitute writing usury. However, it is a form of cooperation in sin, and its sinfulness may not be less than that of writing. It involves cooperation in sin and aggression, which Allah has forbidden, saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression. And fear Allah; indeed, Allah is severe in penalty." (Al-Ma'idah: 2). Therefore, you must repent and stop drawing up those letters.
