Does Allah Almighty command the death of a people if His wrath intensifies upon them, and is there evidence for that from the Quran and Sunnah?

Allah informed us in the Holy Quran about His way (Sunnah) in destroying oppressive towns, as He Almighty says: "And when We intend to destroy a city, We command its affluent ones, so they defiantly disobey therein; thus, the word [of due punishment] comes true upon it, and We destroy it with [complete] destruction." Allah has indeed destroyed previous nations because of their sins, whether they were deniers of messengers, like the people of Noah, 'Ad, and Thamud, or disobedient after believing, like the Children of Israel.

However, not every mass death is a punishment and wrath from Allah. For example, the plague was a martyrdom and mercy for the believers, as happened in the Year of the Ashes. The state of the deceased is considered: if they were righteous believers, then it is a grace and elevation in ranks. If they were believers with sins, then it is a mercy and purification. But if they were disbelievers, then their torment in this world and the torment of the Hereafter are more severe. Allah gives respite to the oppressors, then seizes them with the seize of an All-Mighty, All-Powerful.
