Should a person who openly commits sins (such as shaving his beard and smoking) but is the best in recitation, memorization, and tajweed be put forward to lead the prayer, or someone who does not openly commit sins but makes mistakes in recitation?

The bearded man's speech impediment is considered. If it is minor and does not change the meaning, he is preferred over the clean-shaven man, in order not to encourage the latter in his wrongdoing, and in consideration of the view of some scholars who deem prayer behind a transgressor invalid. However, if his speech impediment is clear and alters the meaning, his imamate is not valid. If there is no one available except a bearded man or a clean-shaven man, the bearded man is preferred, because the preponderant opinion is that if the transgression is not related to prayer, it is valid to pray behind the transgressor.
