Is a complete recitation of the Quran counted if the reading is only by heart, or not, and what is the ruling on moving the tongue after reading the fatwa?

Reciting the Quran and engaging in remembrance (dhikr) by heart is a righteous deed, but it does not entail the promised reward for recitation, nor is a mental completion of the Quran counted among the number of completed recitations, even though it is a righteous deed.
