Is it permissible for a Muslim to read the Quran or remember Allah in his heart without uttering it while he is in the restroom?

Remembrance (dhikr) is of two types: remembrance by the tongue and remembrance by the heart. Remembrance by the tongue is disliked in the bathroom out of reverence for Allah, but remembrance by the heart is permissible. Scholars have agreed on the permissibility for a person in a state of ritual impurity (junub) to ponder the Qur'an with their heart without moving their tongue, while reciting it with the tongue is forbidden for them. Remembrance by the heart is prescribed at all times and in all places. What is disliked in the bathroom is remembrance by the tongue, except for saying "Bismillah" (in the name of Allah) when performing ablution if it is not feasible outside the bathroom.
