Is it permissible for one in a state of ritual impurity (junub) to recite the Quran from memory to himself, without vocalizing or moving his lips?

Reading the Quran with the heart, without moving the tongue and lips, is not considered recitation. This is because the minimum for silent recitation is to move the lips and tongue. Whoever recites in their heart is as if they have not recited at all. For this reason, it is permissible for someone in a state of ritual impurity (junub) to recite in their heart.
