Is it permissible to give out meat as Zakat al-Fitr?

The Zakat (definition) al-Fitr must be given from the staple food of the people. If meat is the staple food of a country's inhabitants, then it is permissible to give it as Zakat al-Fitr. This is the view of the majority of scholars, and it is supported by Allah's saying: "from the average of that which you feed your [own] families," and the Prophet's (peace be upon him) saying: "one Sa' of dates, or one Sa' of barley," because these were the staple foods of the people of Medina. The intention is to fulfill the needs of the poor and to comfort them with the same type of food that the people of their land consume.
