Is it permissible to sign a petition of complaint against upper management—whose decisions are characterized by disarray—given that some have an intention for reform, while others have an intention to harm others?

Consultation regarding your matter requires familiarity with its nature and consequences. We advise you to consult an employee whose experience and good intentions you trust, then seek guidance from Allah Almighty (perform Istikhara). If it becomes clear to you that the petition will bring benefit in terms of reform without a greater harm, then participate in it, and the intentions of some employees will not harm you. However, if you are doubtful about the matter and its benefit is not clear to you, then refraining from it is better for you, because certain safety takes precedence over venturing into an imagined benefit.
